I noticed that some of the mods I downloaded didn't work, and I figured it was because they were for earlier versions of the game. It would be really nice if we, as users, could organize the mods by game version compatability, or if somewhere in the description of the mod, there was a place for game version compatability. Thanks

Well, afaik most mods tell you wich version of the game they were created for.
Most asi mods (beeing ones made with g4mhook and ones made with official script hook) will work in the latest version of the game when their library updates (beeing g4mhook.dll or scripthook.dll)

The idea is definatlly nice, but its a shitload of work most of us dont wanna do, and really, its up to the creators of the mods to say wich game versions are supported and too update the mods when needed.
